There will be several key features of the new world government.
They include:
Two to Four Tiered government. Small city-states and islands
will have two tiers, while large powers will have four. The organization
is logical: simply add another layer of government atop of the one
already existing. Status Quo political arrangements like nations,
states, provinces, counties, cities and municipalities all will continue
to exist. However, many functions currently the responsibilities of
status quo political entities will be subsumed by the new World Government. For example a citizen of Boise, Idaho, United States would have a fourth tier of government in addition to local, provincial/state and Republic: that of the world government.
An elected President with a six year term of office will act
as Head of State, Head of Government, Commander in Chief and so on. The
elected president has the jurisdiction over when to call the lower house
of the elected council, the assembly, into session, but at least once every
three years. The upper house of the elected body, the senate, shall
be elected every 6 years, half being two years after the presidential
election and half being four years after the presidential election.
Nations shall be given one seat in the Senate. If
at any time the number of nations shall be less than one-hundred, then
two Senators shall be elected from every nation.
Nations shall be given a seat in the Assembly for
every ten million people in the nation, with every nation guaranteed
one seat per election.
The Government shall consolidate and combine the varous agencies,
duties and responsibilities of the existing United Nations. All contracts
and legal issues and debts shall be assumed by the world government. Included in this shall be that all treaties, agreements and organizations between the republics shall cease to exist
The Government shall have unique governance over all territories of this planet, and every other place upon which people may go. If permanent residents take up residence where no previous republican governance has yet been established, then their governance shall be conducted by the World Government until the time that they shall be organized into a republic and admitted into the World Council.
The Duties of the World Council shall be as follows:
Council Both Houses of the World Council shall pass laws that shall pass with a majority of both houses. Any assemblyman, Senator, Minister of a Department, the President or Vice-President, or a popular majority of the people at the ballot, shall have the right to introduce bills into the legislature. If a bill is passed in one house it is introduced with Senatorial sponsorship into the Assembly unless an indentical bill has already been passed. The World Council shall also review Judicial Appointments, Minister Appointments, and oversee the various agencies directly reporting to the legislative branch.
Senate The Senate shall have the right to resolve by vote disputes between Republics, to organize and reorder republics borders, hold impeachment trials once a President, Judge or Minister has been impeached, pass legislation, repeal executive orders and executive branch regulations, and directly oversee all independent agencies and organizations.
Assembly The Assembly shall have the right to hold a vote of impeachment of a President, Judge or Minister, pass legislation, and directly appropiate funding to the individual republics for use as the republics see fit.
The Executive Branch shall consist of the President, the Vice-President and the members of the Cabinet, extended Cabinet and Independent Agencies. The President shall appoint members of the Assembly or Senate to serve additionally as minister of various departments of the World Government. The President may also make at-large appointments of people to serve as ministers without being members of the World Council appon special investigation and approval by a Senate commitee. The Cabinet shall consist of the ministries of Security, Science and Technology, Health, Transportation, Finance, Unification, and Food/Housing.
The ministry of Security shall oversee all sanctioned weapons and policing duties conducted by the World Government. In addition to the Security detail, it shall conduct a world-wide policing organization. Its duties shall be 1) Law-Enforcement of World Government laws, 2) Coordination of Republic, Provincial and State law-enforcement agencies efforts, 3) Maintenance of a security detail to respond to seditious threats, 4) Maintenance of a world prison system, 5) Facilitation of the Integration and combination of Law-Enforcement efforts between republics/former republics.
The ministry of Science and Technology shall serve to help efforts in the development, research and production areas of the pure and applied sciences. It shall do this through grants, loans and throught the maintenance of its own laboratories, which technology advanced there shall be available for the public domain. Its duties shall be 1) The promotion of the pure and applied science by methods of grants, loans and research. 2) The establishment of agencies with concetrated areas of research, such as space and disease control. 3) The agency shall have the goals of clinical immortality, viable colonization and habitation of the extra-terrestial bodies, the invention of a clean renewable energy source, more efficient food-per-acre farming and food generating techniques, and development of a superconductor and/or superinsulator. 4) The maintenance and construction of power plants to provide for electrical energy for all.
The ministry of Health shall serve to promote health-related efforts to improve the life-span and medical quality of life of all citizens. Its duties shall be 1) The elimination, with the cooperation of the Science and Technology Ministry, of comminicable and non-communicable diseases, genetic defencies and old-age. 2) It shall develop efficient means of organ synthesis, limb synthesis, trauma recooperation, nerve cell regeneration/transplant, and brain cell regeneration. 3) The provision of health care to all regardless of monetary concerns.
The ministry of Transportation shall provide for the faciliation of cheap methods of transportation that are harmless to the environment. Additionally to work to upgrade world-wide transit systems to equal levels of sophistication and usability. Its duties shall be 1) The construction of, with the Ministry of Unification, a unified system of superhighways and roads linking every habitated place on the planet. 2) The research into, with the Ministry of Science and Technology, developments of newer, cheaper, cleaner methods of transportation. 3) The oversight of safety concerns for all naval, air and overland transportation vehicles. 4) The jurisdiction over, with the Ministry of Security, naval accidents occuring in world waters, and over transportational accidents involving more than one nationality of citizen, nationality of ports of origins/destinations or other world concerns.
The ministry of Finance shall provide to smooth over the edges of transition from a multi-currency and nationality world to a single government world. Additionally it shall facilitate fairness in trade, regulation of financial matters and antitrust and work to better the world financially. It duties shall be 1) The establishment of a world agency to regulate varous equity, stock, and commodity markets to levels of fairness and law. 2) The setting of the world interest rates of lending. 3) With the Ministry of Unification, working to ease the inertial problems of switching countries to one currency and one financial system. 4) Jurisdiction over matters of currency, mint, and financial transactions. 5) Responsibility of tax collection and administration of the tax code.
The ministry of Unification shall work to unify the republics into a workable arrangements of governments. By providing incentives and grants it shall move to equalize varying laws in the respective republics. It shall work to ease transitional hardships between and in republics during and after the unification of the governments. Its duties shall be 1) To provide grants and monetary incentives to equalize laws between contingent republics. 2) To ease transtitional difficulties due to the adoption of a uniform world government. 3) To facilitate the teaching of non-native languages in education. 4) To provide grants to areas of severely low tax bases and available money. 5) To work to invest capital from private investors in areas of low development and money.
The ministry of food and housing shall work to provide the availablity of food and housing to all citizens everywhere. Its duties shall be 1) That every citizen has affordable housing available. 2) That every citizen has affordable food available. 3) That every area has roughly equalized food and housing costs.
